Just a paper cutter. Plastic has replaced the wood to lower cost. You should not need to replace the blades on a good cutter. Many times the blade can be adjusted with the nut that holds the handle on (and a spring) when the cutter isn't working properly. Go to an office supply store rather than a miscellaneous retailer to get a quality cutter.

It's called a papercutter. There is actually an easier one to manage, it looks like a ruler with a white plastic hinge thingy and there's something that looks like a tack on it. Then you put the paper in and slice it with the tack. It's a lot easier, and you can't chop your fingers off!

They call it a paper cutter. I thought that was the name, but I had to ask several coworkers to be sure. We have one right here in the office with the wooden graph board, which looks like the one in high school. So yes, that's what they called it in high school. If you want a more professional looking one, you might try an office supply store instead of Target.
