Should I pull the weeds at the root, or should I use a power tool ?

I’ve had good luck putting the Scott’s treatment down throughout the year. There are 4 cycles and instructions on the back of the bags which you can buy at Home Depot or Lowes.
If there are parts of your lawn that are more than 40% weeds, rent a rotatiller and dig it all up. Plant new seed.
Otherwise, try to treat with the wedd & feed Scotts products that help your lawn grow while killing off the weeds. You can also get a Round-Up spray that "won’t kill lawns, just weeds" and use it to spot treat specific areas. Works great.

get the root’s if you don’t they will just keep comming back.
